A stern judgment of Tirpitz

Herwig tells us that the phrase "luxury fleet", when uttered by Churchill in 1912, infuriated the Kaisier and the German people. The word "luxury" has a redolent, superfluous connotation when translated into German. Herwig presents a strong case that both the intended, and unintended, meanings were appropriate.
This book describes the foreign policy and strategic and tactical goals Tirpitz predicted with the building of a powerful surface fleet. The resulting naval program consumed staggering sums that grew from 20% (in 1898) to 55% (in 1911) of army levels. Herwig shows how this vast sum fell between 2 stools. Insufficient to wrest control of the North Sea from the British, it spent most of the war in harbor, while the mighty German Army fought the whole world and was defeated by the narrowest of margins.
The book is well-written, scholarly yet flowing, a very enjoyable history.

The German Imperial Navy

In this book professor Herwig offers more than a military history of the German Imperial Navy during Kaiser Wilhelm II's reign. The political reasons for creating such a strong navy are covered, as well as the role it played during World War I. However, what attracted me the most is the social aspect of this work. Professor Herwig explains which kind of people became officers of the German Navy and why (a topic he dealed with in a previous book: The German Naval Officers Corps). I believe this is most important, because it shows the reader the human part of the Kaiser's navy. The technical aspects in the evolution of naval warfare from 1870 until 1914 are also deeply analyzed in this text. This is a must read for all persons who are interested on this period's history.

Well written and very informative

Holger H. Herwig is perhaps the best English writing author of the Imperial Germany in the First World War. This, like all the other Herwig's book, is easy to read, never dull but still very accurate. The only flaw of this book is that it gives David Lloyd George the merit of being the father of the convoy system. That old story story invented by Lloyd George in his memories was exposed in 1989 by John Terraine in his Business in Great waters. On can't blame Herwig of that. This book would be of greater value with correct foot or end notes. I guess that some 95% of the readers don't mind of that so this is not very serious criticism of this great book.
